The Stabilizer II is one of the Machines in Sixty Four. It makes surges last
longer than the first tier 
Stabilizer.
Stabilizer II is being unlocked when you acquire your first 
Chromalit.
It's a direct upgrade to Stabilizer and is being built on top of it.
